Cigarette Packaging Warning Labels

Cigarette containers have been constructed from different materials and in a variety of forms over the years, including leather pouches, tin boxes, and plastic or paperboard packets (the “cigarette pack”). Variations in color, image, and shape have been introduced by manufacturers in attempts to increase sales of specific brands. As a countermeasure to decrease cigarette use, Governments around the world have introduced restrictions as to what can be and what must be included on the packets.

Some milestones in this regard include:

1989: Canada mandates printed health warnings on all tobacco packages

2000: Canada is the first country to require picture warnings on tobacco packages; over 115 countries/jurisdictions have followed

2012: Canada requires graphic warnings to cover 75% of the package front and back and inclusion of a “quitline” number

2019: Canada implements plain packaging regulations

2024: Canada is the first country to require health warnings printed directly on individual cigarettes
