In 2021, the Government of Canada launched its Quality of Life Framework, an ambitious initiative to embed wellbeing at the heart of federal decision-making, budgeting, and reporting. Grounded in the self-reported life satisfaction of Canadians and supported by a suite of complementary indicators, the Framework guides efforts to move beyond GDP and to orient public policy around what truly matters to people’s lives.

Now, five years later, this conference offers an opportunity to take stock of the Framework’s achievements, limitations, and prospects for the future. How has it changed the way policy is made and progress measured? What lessons can be learned from its implementation federally and beyond? How does it compare with other prominent models, such as the Institut de la statistique du Québec’s progress framework or Scotland’s Wellbeing Economy, that reflect other jurisdictions’ distinct democratic visions of progress?

This international event will bring together leaders from across levels of government, academia, and civil society to discuss how far we have come in advancing a wellbeing-based approach to governance, and what remains to be done to make “quality of life” the true measure of our collective success.
