As the Ombudsperson for Students, Dr. Limin Jao (she/her) provides an independent, impartial, and confidential service through which students may seek equitable and informal resolution of any University-related concern. The Ombudsperson may also, where appropriate, review University policies, guidelines, and procedures affecting students, make recommendations for change, and promote discussion of student-related concerns across the University.

Kiana Kishiyama remembers feeling scared when, at the start of her first undergraduate class in beginner’s Mandarin, her teacher looked at her and said, “You need to speak to me after class.”

“And I’m like, what, I’m in trouble already?”

It turned out that the teacher believed that Kishiyama, who was adopted from China by a Canadian couple, was just being modest about her language skills.

�鶹��ý��վ Response to the Proposed Quebec Government Tuition Changes

Dear members of the �鶹��ý��վ community,

On October 13, the Government of Quebec announced plans to change the funding model related to university tuition. While we begin to assess the implications of the news, I want to provide some initial perspective.

What the Quebec Government announced:

Tuition fees for Canadian students from outside of Quebec would increase from $8,992 to around $17,000. Current students would have five years to complete their program of study under the existing tuition structure.
The funding model for universities regarding international students would change, with the Government clawing back more money from tuition fees than is currently the case.
These two changes would apply to undergraduate programs and non-research and professional master’s programs.
Much of the tuition that students pay to �鶹��ý��վ would be returned to the Government and reallocated to francophone universities in Quebec, but the University would receive government grants to partially support the cost of teaching.
The tuition changes would apply to students beginning their studies in fall 2024.

Impacts on �鶹��ý��վ and next steps:

These measures, if implemented, would have serious consequences. I have mobilized the senior administration, Board members and teams across the University to demonstrate the concrete negative effects these measures would have on �鶹��ý��վ, on the higher education sector, and on the whole of Quebec society. Our focus is to work with government and our partners to reverse these impacts.

More information is needed before we can confirm the financial effects these measures would have on �鶹��ý��վ. In the meantime, I ask those responsible for spending to be prudent, while continuing to be ambitious in advancing the University’s mission.

It goes without saying that these measures could affect the recruitment of prospective Canadian students from outside Quebec, as it will cost less to study elsewhere in Canada for many programs. Although �鶹��ý��վ distinguished itself again last week as Canada’s top Medical Doctoral university, a near-doubling of tuition will make many think twice about their academic choices in fall 2024 and beyond.

The make-up of �鶹��ý��վ’s student body is unique in Canada. Half of our students are from Quebec, 30 percent are international students, and the remaining 20 percent come from the rest of Canada. This diversity of origin and perspectives is part of �鶹��ý��վ’s unique character – its DNA. We must protect this richness of community.

These measures threaten the University’s capacity to be a positive force for our home. Quebec boasts 19 distinguished universities, each playing a distinct role to meet the diverse needs of our population.

We need to ensure everyone realizes the incredible contributions that �鶹��ý��վ makes, not just to Montreal but throughout every region of Quebec. And among �鶹��ý��վ’s strongest assets is its tremendous power to attract and retain the highly skilled people who contribute so significantly to Quebec’s economy and society.

The power of an open Quebec society:

We are concerned that, in the government’s announcement, prospective students from outside Quebec may hear the message that they are not welcome – despite Montreal’s reputation as a global education destination, and the extraordinary contributions of students and alumni within Quebec.

We are stronger when our doors are open – when we attract the brightest minds from Canada and the world, enticing and equipping them to build fulfilling, productive lives here. They have so much to share with Montreal and Quebec.

And likewise, we Quebecers have so much to share with them: the cultural richness of la métropole; the strength of Quebec innovation and identity; the power of our made-in-Quebec ideas. When we close our doors, we compromise not only our values, but our future.

�鶹��ý��վians care deeply about their University, and I know that this announcement is concerning for many of us. We will engage government and partners to address these proposals, seeking ways to strengthen all universities for the good of Quebec.

More than 8o OFNIE students from 17 different Inuit, Cree, Kanien'kehá:ka, and Naskapi communities from across (what is now) the province of Quebec.

“I fell in love with aerospace,” recalls Phillips, a Certified Aerospace Educator. “If it spins or flies, I love it. If it changes matter, even better!”

Phillips’s zero-gravity flight was the culmination of her participation in the U.S. Space and Rocket Center’s 10-day Space Camp in Huntsville, Alabama, where she lived and trained like an astronaut alongside participants from around the world.

As CEO of Paper, Philip used his transferable skills as a classroom teacher to establish an on-demand online tutoring service. Madame Iona Spreads Kindness During COVID

Born in France and raised in Quebec, Iona Amico is the daughter of a Cameroonian mom and an Italian dad who grew up biracial in a predominantly Caucasian neighbourhood. The mandate of the Advisory Board on English Education (ABEE) is to advise the Minister of Education on all matters affecting the educational services offered in English elementary and secondary schools and adult and vocational education centres. The study involved a series of focus groups with 44 parents from across the province. The segment highlighted parents' opinions on the quality of second language education in the province and their desire for bilingualism for their children.

Philip S. S. Howard, from the Department of Integrated Studies in Education, was recently interviewed in a CTV News article about Canadian Black history and the importance of adding it into the school curriculum, but warns that it should not be a way to avoid confronting what needs to be changed.

“That takes actually identifying and really owning up to the anti-Blackness that is within the founding logics of these entities.”

Howard emphasized the importance of concrete steps that need to be taken by institutions, rather than focusing on Black History Month celebrations.

Sabrina Jafralie, is a history teacher at Westmount High School and a lecturer at �鶹��ý��վ's Faculty of Education in DISE, was recently interviewed by CBC News for their Black Changemakers Series.

As a history teacher, she says she believes students don't connect with the material in Quebec's history curriculum, so she focuses on the stories that are under-represented — Black history, Indigenous culture, the stories of Asian people who came to Canada, and of women in Canada, for example.

Jafralie says, at the end of the day, her students are what motivate her.

The United Nations General Assembly proclaimed January 24 as International Day of Education, in celebration of the role of education for peace and development.

Without inclusive and equitable quality education and lifelong opportunities for all, countries will not succeed in achieving gender equality and breaking the cycle of poverty that is leaving millions of children, youth and adults behind.

DISE's Christopher Dietzel Gets Mitacs Globalink Research Award

Christopher Dietzel, a PhD student in DISE and research assistant on the IMPACTS Project, has received a Mitacs Globalink Research Award. Chris will travel to Australia and work with Dr. Kath Albury, a professor at Swinburne University of Technology, to research violations of safety and consent that trans and gender non-binary people experience while using dating apps. For his doctorate, Chris is studying sexual violence in LGBTQ+ communities and sexual consent related to dating app use.

Our Office of First Nations and Inuit Education offers full-time and part-time teacher certification programs in Cree and Inuit communities in Quebec as well as in Kahnawake and Listuguj.
